Ms. Keating has 30+ years of experience bringing innovative technology solutions to governments and the private sector.  Ms. Keating is a pioneer in developing and expanding the Internet throughout developing countries, and specifically in 21 African countries from 1995 to 2005, providing technical guidance and services in establishing technical standards and protocols as well as policy and consumer protection standards.  Ms. Keating has used her international business, finance, and entrepreneurial skills to work on a World Bank, International Telecommunications Union, FCC, Department of State, USAID, DFID, and CIDA funded projects, and over 40 country governments, on broadband Internet and telecommunications policies, consumer rights, backbone implementations, and internet training and community engagement.  Ms. Keating’s has served on a number of advisory boards including Presidential Advisory Board on Doing Business in Africa.  Ms. Keating holds a Bachelor of Science Degree in Psychology from Carroll University and an MBA from the Graduate School of International Management (Thunderbird).
