Mr. Mian, a retired senior World Bank official, possess extensive experience with private and public sectors, bilateral agencies, and multilateral organizations. His experience expands across policy analysis and developing strategies; utilities tariff designs; utilities regulation; project design, development and implementation; procurement and pricing. He specializes in energy sector, information systems and relational database designs and regulation. He served as Director General of the Office of Utilities Regulation, a multi-sector regulatory agency, and served as an advisor to the Cabinet and Prime Minister Office in Jamaica. He has worked in more than 35 countries across North America, Asia, Africa, Latin America, South Pacific and the Caribbean.  He has served as Chairman of the Organization of Caribbean Utilities Regulators (OOCUR), 1st Vice Chairman of Commonwealth Telecommunication Organization, and as a member of International Confederation of Energy Regulators (ICER). He is Commissioner Emeritus of National Association of Regulatory Utility Commissioners (NARUC).
